The idea of political responsibility is a reasonably new one considering how long mankind has been running around on two legs. With the downfall of most modern monarchies, the churches from where they supposedly received their authority declined in power and influence as well. As more and more splinter regions were formed people began to realize that their relationship with whatever god they followed was a personal one. Because of the personal nature of this relationship, it should not be dictated to them how to express their faith by another man.

From this historical revelation came the thought that every person is sovereign over themselves and with this follows the great responsibility to decide who would rule over them. In many cases there are a group of different people chosen directly or indirectly for this purpose. This groups of chose people has several different names. They are called bureaus, congress, parliament and councils to name a few.

History has shown us that bad people still crave power. Often they try to seat themselves in these places of power voted on by their fellow man whether it is through deception or other nefarious means. It falls to each person to dispose of these bad people to protect themselves and their fellow man.

It has been only about 500 years since mankind has woken up to the principle of political responsibility. The belief that all people are a ruling sovereign over themselves and thus capable of making these choices for themselves. As a sovereign, these people should remember they are also responsible for any people they have put in charge, for the good and bad.

StingRay gives LAPD power to spy on non-suspects' phones

Of the 155 StingRay cellular phone investigation cases the LAPD faced between June and September last year, over 13 percent of cases exposed the communications of innocent non-suspects without their awareness or consent. The LAPD has had access to StingRay technology since 2006, because of subsidies from the federal Department of Homeland Security. The intent was for StingRay to be used specifically for terrorism investigations, but the LAPD has documented proof that there have been burglary, narcotic and murder inspections where StingRay was pressed into use. As yet, LAPD officials have refused to address questions regarding the StingRay technology, such as whether the department thinks it has the legal right to use the technology in a way that invades the privacy of non-suspects.

The First Amendment Coalition executive director Peter Scheer does not think the LAPD should be able to use this kind of technology. It is virtually impossible to stay away from intercepting other people with the StingRay technology, according to those who use the technology, but the LAPD guides do not even make it clear whether or not this is unlawful.
